You need this when
- Something time-sensitive happens on a schedule and people miss it because it is buried.
- You need to send to many people with different profiles and the content must match each one.
- A missed message costs real money (a disqualified bid, a missed shift, a lapsed renewal).

What it is built from
A Python or Node pipeline with a scheduler, matching rules with a model fallback that is cached forever, a transactional email provider with delivery webhooks, Twilio for SMS with GSM-7 segment control.
